  Officials in the Ministry of Housing, Communities and Local Government had 'received proposals' and would review the proposal 'including through a meeting with the promoters.'

  The government stated it has 'no current plans to establish a development corporation' in support of construction related to the Forest City 1 proposal.

What the developer says happens next

The developer's "How it works" material describes five phases:

1. Proving demand (present)
2. Building the business case
3. Undertaking deep feasibility studies
4. Passing legislation to create a development corporation
5. Breaking ground

They hope to move at "startup speed" to legislate and start building within the current parliamentary term.

What would have to happen for it to proceed

For Forest City 1 to move forward, several steps would be required:

• Proposal review: Government officials meeting promoters (as indicated in Parliament answers)
• Legislation: Parliamentary passage of enabling legislation to create a development corporation
• Consultations: Statutory consultations with affected communities and authorities
• Environmental assessment: Environmental Impact Assessment (EIA) and related studies
• Planning and compulsory purchase: Powers granted to the corporation to acquire land and grant planning permission
